On unqualified decision-making in healthcare

I recently re-read a piece I'd initially written around 1998 entitled "Unqualified decision-making: a major obstacle to clinical computing progress" and realized that the piece was still very relevant to an issue beyond computing, an issue that recurs often in the postings on Health Care Renewal. The issue is the leadership of healthcare organizations by the unqualified or incompetent.
